<p>The Supreme Court said Monday that President <a rel="nofollow" href="https://www.cnbc.com/donald-trump/">Donald Trump</a> can continue construction of his controversial White House ballroom as legal challenges to the project play out.</p>
<p>In the unsigned order, a majority of the nine-member court said that the plaintiff challenging the ballroom, the National Trust for Historic Preservation in the United States, is likely to be shown to lack legal standing to sue to block the ballroom project.</p>
<p>Chief Justice John Roberts and the court&#8217;s three liberal members dissented from the order.</p>
<p>&#8220;The President ordered the demolition of the East Wing of the White House to make way for a new, privately funded state ballroom in its place,&#8221; the dissent said. &#8220;Construction of the ballroom has proceeded apace for the better part of a year.&#8221;</p>
<p>&#8220;That construction is likely unlawful.&#8221;</p>

<p><a rel="nofollow" href="https://www.cnbc.com/elon-musk/">Elon Musk</a> is continuing his push into the Southern U.S. with <span class="QuoteInBody-quoteNameContainer" data-test="QuoteInBody" id="RegularArticle-QuoteInBody-2"><a rel="nofollow" href="https://www.cnbc.com/quotes/SPCX/">SpaceX</a><span class="QuoteInBody-inlineButton"><span class="AddToWatchlistButton-watchlistContainer" id="-WatchlistDropdown" data-analytics-id="-WatchlistDropdown"><button class="AddToWatchlistButton-watchlistButton" aria-label="Add To Watchlist" data-testid="dropdown-btn"><span class="AddToWatchlistButton-addWatchListFromTag"/></button></span></span></span>, his aerospace and tech conglomerate, planning a $100 billion new launch facility in Louisiana.</p>
<p>In a joint statement, the Louisiana Economic Development office <a rel="nofollow" href="https://www.opportunitylouisiana.gov/news/spacex-launches-new-era-of-commercial-spaceflight-with-100-billion-louisiana-campus" target="_blank">said</a> that SpaceX will establish its Starbase, Louisiana in Vermillion Parish to, &#8220;support thousands of launches annually.&#8221;</p>
<p>Shares of SpaceX rose about 2.5% on Tuesday after the announcement. </p>
<p>Once built, Starbase, LA will serve as the main launch facility for Starship, SpaceX&#8217;s in-development rocket that is the largest ever built or flown, and which is designed to be fully re-usable. </p>
<p>Musk has ambitions to massively expand SpaceX&#8217;s Starlink satellite network, to launch orbital data centers, and someday colonize Mars. Those ambitions, and justification for SpaceX&#8217;s nearly $2 trillion market cap, hinge on the success of Starship.</p>

<p>SpaceX said, in a <a rel="nofollow" href="https://www.spacex.com/sites/starbase-la" target="_blank">video posted</a> to its website on Tuesday, that the search for a site to build launch pads and have access to ample fuel for its operations took about 7 years. Musk said in the video that the company would bring &#8220;probably 10,000 really exciting jobs&#8221; to Louisiana with the spaceport. </p>
<p>In the Tuesday announcement, SpaceX said it would work on a &#8220;historic coastal restoration&#8221; in Louisiana, in partnership with the state to &#8220;bring the marsh back&#8221; and ensure the wetlands around its new facility will have &#8220;storm protection.&#8221;</p>
<p>Previously, SpaceX has faced community backlash, lawsuits and fines following environmental violations at its first Starbase facility in Boca Chica, Texas, in the company town now known as Starbase.</p>
<p>In its first test flight of Starship in April 2023 in Texas, energy from the rocket caused SpaceX&#8217;s concrete launchpad to explode, and its spacecraft to blow up in mid-air. Chunks of concrete were flung into a nesting and migration site important to some endangered species nearby and a fire chewed through around 4 acres of Boca Chica State Park Land south of the Texas launchpad. </p>

<p>In 2024, SpaceX was also found to have violated the Clean Water Act at the Texas launch facility by repeatedly releasing pollutants into or near bodies of water in Texas, a state agency said in a notice of violation focused on its water deluge system.</p>
<p>SpaceX&#8217;s work in Louisiana follows Musk&#8217;s move from California into Texas, Tennessee and Mississippi. The company said Louisiana was its fourth launch site. </p>

<p>Jacalyn Lee first sensed something was off with her daughter, Isla, just before her first birthday.</p>
<p>&#8220;She was just under a year old, and nobody believed me, including the pediatrician,&#8221; she said.</p>
<p>Isla was missing some of the developmental milestones that her sisters had hit at her age. Doctors told Lee that her two other daughters were just advanced, and that she should not be measuring Isla&#8217;s development against theirs.</p>
<p>But by the time Isla was 15 months, Jacalyn had grown more insistent.</p>
<p>&#8220;I said to my husband, because I couldn&#8217;t go to the pediatrician appointment, &#8216;You do not leave that pediatrician appointment without getting some type of referral for an eval. Something is different, I&#8217;m telling you.'&#8221;</p>
<p>A few months later, Isla was diagnosed with autism. It wasn&#8217;t until her parents received the results of a genetic test when Isla was 3 years old that they realized the cause of her struggles. Isla was diagnosed with DEAF1-Associated Neurodevelopmental Disorder, or DAND — an ultra-rare group of genetic conditions characterized by developmental delays, intellectual disability, and autism. Only about 200 patients have been diagnosed with the disease worldwide.</p>
<p>&#8220;We were handed this diagnosis, and little else. There was no roadmap, barely any research, no community that I was aware of at the time,&#8221; Jacalyn said.</p>

<p>Lee, who works as a communications strategist, said she channeled her grief into action — gathering all the information she could about DAND while connecting with researchers and other parents of children with the same condition. She and four other mothers launched <a rel="nofollow" href="https://www.thedandalliance.org/" target="_blank">The DAND Alliance</a>, a group that was able to raise money towards developing a treatment. But figuring out what to do next became more difficult.</p>

<p>For the five working moms, life had already become an unsustainable series of meetings with researchers. Lee said the group needed to find a partner who understood the work that they were doing, and knew how to help move the project forward.</p>
<p>&#8220;We were trying to figure out where should we spend money, knowing that we only have so much. But really we wanted this final document that was board-ready, that we could use to fundraise against, that we could use to operationalize against… almost like a pipeline with sequencing of, okay, you need A to get to B to get to C,&#8221; Lee said. &#8220;We still needed to kind of untangle and create a path forward that was easy to understand, easy to digest in terms of what we needed to&#8230;</p>

<p>&#8220;<a rel="nofollow" href="https://www.northwesternmutual.com/life-and-money/what-is-moneymaxxing/" target="_blank">Moneymaxxing</a>,&#8221; a movement aimed at financial improvement, encourages people to maximize their budgets by trimming recurring expenses, redeeming rewards points — a related trend known as &#8220;pointsmaxxing&#8221; — and stashing extra cash in a high‑yield savings account. </p>
<p>It&#8217;s the latest iteration of the viral &#8220;maxxing&#8221; trend: see vacationmaxxing to make the most of paid time off, sleepmaxxing to optimize rest and even fibermaxxing, the term for loading up on fiber-rich food. </p>
<p>&#8220;Moneymaxxing is now about getting the absolute most out of your money by being proactive, resourceful, and creative to achieve a life of abundance,&#8221; said<a rel="nofollow" href="https://www.cnbc.com/winnie-sun-cnbc-fa-council/"> Winnie Sun</a>, co-founder and managing director of Sun Group Wealth Partners, based in Irvine, California. It&#8217;s a &#8220;cultural shift,&#8221; Sun said, one that&#8217;s &#8220;not about living with less, but rather it&#8217;s about seeking more for yourself.&#8221;</p>

<p>Moneymaxxing is &#8220;frugality made cool again — I love it,&#8221; said Brad Klontz, a Boulder, Colorado-based psychologist and certified financial planner.</p>
<p>&#8220;It&#8217;s better than credit-card maxxing, which is what we&#8217;ve been doing for way too long,&#8221; said Klontz, who is also managing principal of YMW Advisors and a member of <a rel="nofollow" href="https://www.cnbc.com/advisor-council/">CNBC&#8217;s Financial Advisor Council</a>.</p>
<p>Americans have been racking up more and more <a rel="nofollow" href="https://www.cnbc.com/credit-cards/">credit card debt</a>. Credit card balances increased 4.4% year over year to a collective $1.14 trillion, according to a new, quarterly credit industry insights report from TransUnion. The average balance per consumer now stands at $6,610, also up 2.1% year over year.</p>

Over half of millennials and 72% of Gen Zers still rely on their parents for financial support, according to Northwestern Mutual&#8217;s <a rel="nofollow" href="https://news.northwesternmutual.com/planning-and-progress-study-2026" target="_blank">2026 Planning and Progress study</a>. Now, on average, young adults don&#8217;t expect to be<a rel="nofollow" href="https://www.northwesternmutual.com/life-and-money/financial-independence-doesnt-need-to-take-37-years/" target="_blank"> financially independent </a>until age 37.</p>
<p>It&#8217;s a movement that may have staying power, according to Jack Howard, head of money wellness and a behavioral finance expert at Ally Bank.</p>
<p>&#8220;Instead of jumping from one money trend to the next in search of a quick fix, moneymaxxing focuses on creating everyday habits to create long-term financial success,&#8221; she said. </p>

<p>Howard recommends starting with a clear assessment of your cash flow, including both income and recurring expenses. While there are several tried-and-true techniques for creating a <a rel="nofollow" href="https://www.cnbc.com/2024/07/10/inflation-causing-stress-strategies-to-build-a-better-budget.html">basic budget</a>, the most effective approach helps to &#8220;identify spending patterns that no longer support your financial goals,&#8221; she said.</p>
<p>From there, set specific — and attainable — financial priorities. Whether the objective is to reduce debt or build a savings cushion, having a clear milestone can help you stay&#8230;</p>

<p>Shares of South Korea&#8217;s Hanwha Ocean plunged about 23% Tuesday, after the company lost its bid to build Canada&#8217;s next fleet of submarines. </p>
<p>Canadian Prime Minister Mark Carney announced Monday that Germany&#8217;s Thyssenkrupp Marine Systems, or TKMS, would be the preferred supplier for the submarines. </p>
<p>That is expected to be a setback to Hanwha Ocean, as the contract was estimated to be up to $100 billion over three decades, according to <a rel="nofollow" href="https://www.koreatimes.co.kr/southkorea/defense/20260706/germanys-tkms-beats-hanwha-ocean-for-canada-submarine-deal-canadian-media" target="_blank">The Korea Times</a>. </p>
<p>South Korean President Lee Jae Myung said on his <a rel="nofollow" href="https://www.facebook.com/jaemyunglee/" target="_blank">Facebook page</a> that although the results were not as expected in this Canadian submarine project, &#8220;challenges inevitably bring both successes and disappointments. What matters is that we do not stop but continue to move forward,&#8221; according to a Google translation of his comments in Korean.</p>
<p>TKMS&#8217; <a rel="nofollow" href="https://www.pm.gc.ca/en/news/news-releases/2026/07/06/prime-minister-carney-announces-preferred-supplier-canadian-patrol" target="_blank">212CD submarine platform</a> is shared by Germany and Norway, two of Canada&#8217;s closest allies. &#8220;The announcement marks the start of a new chapter in defence cooperation between three close NATO allies, bringing together shared expertise and common security interests,&#8221; TKMS said in a statement.</p>
<p>The TKMS contract will allow Canada access to European defense and industrial networks at a time when U.S. President <a rel="nofollow" href="https://www.cnbc.com/donald-trump/">Donald Trump</a> has been piling on pressure over NATO defense spending.</p>
<p>&#8220;Canada&#8217;s choice of TKMS should therefore not be read as a rejection of South Korea or the Indo-Pacific,&#8221; <a rel="nofollow" href="https://www.asiapacific.ca/publication/canada-chose-nato-submarines-now-it-must-keep-south-korea-close" target="_blank">according to</a> Vina Nadjibulla, vice-president of research &#038; strategy at Asia Pacific Foundation of Canada.  </p>
<p>&#8220;It is better understood as a decision that reflects the enduring pull of NATO, Arctic capability, transatlantic defence-industrial integration and procurement risk,&#8221; Nadjibulla said. </p>

<p>When Tim Hodgson, Canada’s natural resources minister, announced the federal government’s <a rel="nofollow" href="https://natural-resources.canada.ca/energy-sources/nuclear-energy-uranium/nuclear-energy-strategy-canada" target="_blank"><u>plan to dramatically expand the nuclear energy industry</u></a>, he cited a project in the U.K. as a model.</p>
<p>That plant, Sizewell C on the Suffolk coast of England, is set to cost 38.2 billion pounds ($72.3 billion Cdn). But a key detail is that private investors are taking a 55 per cent stake in the project by sharing the construction costs. </p>
<p>Hodgson wants to emulate that model to achieve his government&#8217;s lofty target of building up to 10 new reactors in Canada.</p>
<p>The prospect isn&#8217;t far-fetched: one of Sizewell C’s investors is <a rel="nofollow" href="https://www.lacaisse.com/en/news/pressreleases/caisse-commits-invest-sizewell-critical-asset-economic-growth-energy-security-uk" target="_blank"><u>La Caisse</u></a>, the public pension fund of Quebec, which has taken a 20 per cent stake in the reactor through an investment of $3.2 billion Cdn.</p>
<p>But attracting this kind of investment isn&#8217;t easy, especially for risk-averse pension funds. </p>
<p>Nuclear energy in Western countries has developed a reputation for going eye-wateringly over budget. <a rel="nofollow" href="https://www.edfenergy.com/energy/nuclear-new-build-projects/hinkley-point-c" target="_blank"><u>Hinkley Point C</u></a>, the newest nuclear plant in the U.K., began construction in 2017 with an initial budget of $34 billion. It is now estimated to cost more than $64 billion.</p>
<p>Another recent project, <a rel="nofollow" href="https://world-nuclear.org/nuclear-reactor-database/details/olkiluoto-3" target="_blank"><u>Olkiluoto 3</u></a> in Finland, began construction in 2005 and took until 2022 to complete. Its cost ballooned from $5.1 billion to $17.8 billion.</p>

<p><span class="media-caption">Announcing Canada&#8217;s new nuclear strategy on Monday, Energy Minister Tim Hodgson said the government believes its new national strategy for nuclear power — which aims to build up to 10 new reactors over the next 15 years — will double employment in the sector, &#8216;going from roughly 90,000 jobs today to 180,000-plus jobs in the coming decades.&#8217;</span></span></div>
<p>&#8220;There&#8217;s a reason why the nuclear industry has had really very flat growth over the last couple of decades. It&#8217;s not about governments deciding not to build nuclear; in fact, there&#8217;s been a ton of government support for nuclear projects,&#8221; said Adam Scott, executive director of Shift Action, a Canadian initiative to push financial institutions and pensions to align their investments with green energy and climate action.</p>
<p>&#8220;It&#8217;s that the projects have gone over budget and been incredibly expensive at such a scale that it has limited the ability to keep building these types of projects.&#8221;</p>
<h2><strong>Removing investment risk</strong></h2>
<p>&#8220;If you want to have private sector investors, they need some de-risking,&#8221; said Yrjo Koskinen, professor of sustainable finance at the University of Calgary. </p>
<p>That means that convincing private investors — such as pension funds, investment firms, energy and infrastructure companies — to invest in nuclear plants, they need some protection from the risks of huge cost overruns or long construction delays. </p>
<p>Koskinen says someone has to pay for covering that risk, and it will likely be taxpayers or electricity consumers.</p>
<p>Pension funds in particular need a reduction in risk, because of their duty to protect their&#8230;</p>

<p>As multibillion-dollar liquidity events loom for companies like SpaceX, OpenAI and Anthropic, tech creators and founders are no longer just buying beachfront homes — they are anchoring corporate operations in a booming South Florida commercial ecosystem that insiders describe as &#8220;on fire.&#8221;</p>

Thiel&#8217;s reported $250-per-square-foot lease set a local record, competing directly with top-tier rates in markets such as <a rel="nofollow" href="https://www.foxnews.com/opinion/tax-run-ny-california-bleeding-people-prosperity" target="_blank" rel="noopener">Manhattan and San Francisco.</a></p>
<p>&#8220;Office space is just like anything else. <p>The Energy Department announced Tuesday that it will provide $17.5 billion in loans to speed the deployment of 10 big nuclear reactors across the U.S. </p>
<p>Energy Secretary Chris Wright said the loans will lower construction costs and accelerate the deployment of the reactors by up to three years.</p>
<p>The loans will support the construction of five projects that each host two big nuclear reactors. The money will help finance complex, big-ticket components that typically take a long time to manufacture and deliver.</p>
<p>The five projects will use Westinghouse&#8217;s AP1000 reactor design that can generate 1.1 gigawatts of electricity, roughly enough to power more than 800,000 homes. </p>
<p>Westinghouse will partner with up to five eligible utilities or energy companies on the projects. It already has signed letters of intent with seven potential partners, each with identified project sites.</p>
<p>Wright declined to disclose the locations of the candidate sites in a call with reporters. He said final decisions have not yet been made on which sites will receive the funding. </p>
<p>&#8220;They&#8217;re geographically spread across the country,&#8221; the secretary said. </p>
<p>Shares of Westinghouse&#8217;s parent company, <span class="QuoteInBody-quoteNameContainer" data-test="QuoteInBody" id="RegularArticle-QuoteInBody-1"><a rel="nofollow" href="https://www.cnbc.com/quotes/CCJ/">Cameco Corp.</a><span class="QuoteInBody-inlineButton"><span class="AddToWatchlistButton-watchlistContainer" id="-WatchlistDropdown" data-analytics-id="-WatchlistDropdown"><button class="AddToWatchlistButton-watchlistButton" aria-label="Add To Watchlist" data-testid="dropdown-btn"><span class="AddToWatchlistButton-addWatchListFromTag"/></button></span></span></span>, were up more than 1% after the DOE announcement.</p>
<p>The loans will not go directly to Westinghouse, said Greg Beard, who heads DOE&#8217;s loan office. Instead, the financing will go to five special purpose vehicles, Beard said. Westinghouse and its partners have to contribute nearly $1 billion in equity to each SPV to unlock the loan money, he said. </p>
<p>The Trump administration anticipates that the big tech companies will sign long-term power purchase agreements with the projects to support the construction of the reactors, Beard said. </p>
<p>The tech sector has played an instrumental role in stimulating renewed demand for nuclear power, as they search for reliable, emissions-free power sources to fuel the data centers they are building for artificial intelligence. </p>

<p>President <a rel="nofollow" href="https://www.cnbc.com/donald-trump/">Donald Trump</a> signed an <a rel="nofollow" href="https://www.whitehouse.gov/presidential-actions/2025/05/reinvigorating-the-nuclear-industrial-base/" target="_blank">executive order</a> in May 2025 that called for construction to start on 10 large nuclear reactors by 2030. Westinghouse subsequently committed to <a rel="nofollow" href="https://www.cnbc.com/2025/07/15/westinghouse-plans-to-build-10-large-nuclear-reactors-in-us-interim-ceo-tells-trump-.html">meeting that goal</a>. The AP1000 is the only large reactor design that is licensed to operate in the U.S. </p>

<p><strong>The US Department of War’s Office of Strategic Capital has issued a US$500 million conditional loan commitment to Phoenix Tailings, anchoring a US$1 billion public-private initiative to build a domestic rare earth separation and metallization plant.</strong></p>
<p>Dubbed the &#8220;Freedom Facility&#8221;, the project aims to close a midstream bottleneck in the supply chain for permanent magnets, defense systems, and advanced manufacturing.</p>

<p>The joint funding combination pairs the US$500 million in long-term government debt financing with private capital, with initial operations targeted for 2028.</p>
<p>Phoenix Tailings, which currently operates processing facilities in Burlington, Massachusetts, and Exeter, New Hampshire, specializes in rare earth midstream processing. </p>
<p>This segment connects feedstock producers, such as mines and recyclers, with downstream magnet manufacturers and industrial end-users.</p>
<p>&#8220;Supporting domestic processing for critical minerals and rare earths is a key focus for OSC, and the rare earth midstream processing capabilities that Phoenix Tailings represents are key shortage areas that need to be rapidly addressed,&#8221; <a rel="nofollow" href="https://www.war.gov/News/Releases/Release/Article/4517853/office-of-strategic-capital-signs-500-million-conditional-loan-commitment-with/" target="_blank" rel="noopener noreferrer">said David A. Lorch</a>, Director of the Office of Strategic Capital and Senior Advisor to Deputy Secretary of War Steve Feinberg.</p>
<p>The proposed Freedom Facility is designed to handle multiple feedstock varieties, including chemical concentrates, recycled materials, and secondary sources. </p>
<p>Company executives stated the plant will utilize domestically controlled technology and intellectual property to limit exposure to foreign entities.</p>
<p>Defense administrations have increasingly prioritized reshoring critical metal capabilities to shield the domestic industrial base from trade disruptions.</p>
<p>“This mission is bigger than any one company. <p>China currently commands nearly 70 percent of global rare earth production and 95 percent of permanent magnet manufacturing.
