If you submitted a claim in the class-action settlement related to a years-long bread price fixing scheme, your money is on its way.

The payout process for Canadians whose claims were approved began last week, according to Verita, an independent administrator for the settlement. Because of the high number of approved claims, the settlement website says payments are being issued on a rolling basis.

The Competition Bureau began investigating the matter in 2016, and Weston Foods and Loblaw have admitted that they participated in an “industry-wide price-fixing arrangement” which the bureau alleged added $1.50 to the price of a loaf of bread.

Loblaw and its parent company George Weston Ltd. agreed in 2024 to pay $500 million to settle the class-action lawsuit.

Anyone who lived in Canada who bought bread for personal use between 2001 and 2021 was eligible to apply for a share of the settlement money, and no proof of purchase was necessary. Claimants had until Dec. 12 of last year to apply.

Canada Bread must pay a $50 million fine for being part of a scheme to fix the price of bread in Canada over 14 years. It’s the highest fine the Competition Bureau has ever levied. Andrew Chang explains how the scheme worked, and why this may only be the beginning.

The amount received will depend on whether claimants previously received a $25 card from the Loblaw Card Program, which it paid out in 2018 to make amends for its role in the scheme.

Those who didn’t get a gift card will be paid $49.11, while those who did will get $24.11, according to the bread settlement site.

Claimants will either receive their money by Interac e-transfer or cheque, depending on which method they selected when making the claim.

Verita’s website also warns claimants to be wary of fraud, as bogus messages related to the payouts have been sent to some Canadians. The Canadian Anti-Fraud Centre told CBC News in March it had received nine reports of phishing text messages that month related to the settlement, all of which asked the recipient for their name, address, date of birth and credit card or debit card information.

The claim website says legitimate e-transfer emails will only come from notify@payments.interac.ca.

“We will never send any communications or payments via text,” the claim webpage reads, adding that claimants should not click any links or respond to text messages claiming to be from Verita.

Panera Bread is entering the so-called value wars with its new “Mix & Match” deals in a bid to win back price-conscious diners.

The chain, known for its soups, salads and sandwiches, is in the early stages of a turnaround, with a focus on reinvesting in its business and reversing years of traffic declines. Once the top fast-casual brand in the U.S., Panera has fallen to No. 3, ceding the top spots to Chipotle Mexican Grill and Panda Express.

In 2024, Panera’s sales dropped 5% to $6.1 billion, according to Technomic estimates.

A key part of Panera’s comeback strategy is focusing on value.

Across the restaurant industry, executives have reported weaker spending among consumers, who are trying to save money by trading down to fast food or dining out less frequently. Chains like McDonald’s and Taco Bell have leaned into value offerings to try to win back customers.

About 3 out of every 4 diners said that daily specials, discounts or value promotions matter when choosing where to dine or order takeout, according to the National Restaurant Association’s annual State of the Restaurant Industry report.

“[Consumers] are seeking value, and they’re also seeking quality,” Panera CEO Paul Carbone told CNBC. “That’s so, so important.”

Starting Wednesday, Panera customers can choose halved portions of sandwiches and salads, as well as cups of soup, from the Mix & Match menu. Each of the 10 items is priced at $4.99, and diners have to buy at least two items. Seasonal menu items will also rotate through the Mix & Match options.

Each order also comes with the choice of a baguette, chips or an apple.

Panera explored other value offerings, but the Mix & Match menu tested successfully, Carbone said.

“The guest has really, really reacted well to it,” he said, adding the menu is expected to drive incremental visits to the restaurant.

And while Panera is introducing the deal, its popular “You Pick Two” offering is sticking around.

Carbone said that customer research showed that diners view the option to buy two entrees from the menu as an opportunity for variety, rather than a chance to save money. Like Mix & Match, the offer allows customers to choose a half salad, half sandwich or cup of soup or mac and cheese. However, You Pick Two spans the menu, rather than being restricted to just 10 items.

When Panera Bread began shrinking its sandwiches and skimping on salads, it started shedding customers.

Now, to win them back, the chain plans to reinvest in the business and undo many of those same cost-cutting measures, it said Tuesday.

Once the number one fast-casual brand in the U.S., Panera has dipped to number three, ceding the top spots to Chipotle Mexican Grill and Panda Express. Last year, its sales fell 5% to $6.1 billion, according to Technomic estimates. For years, the chain’s traffic has been shrinking, according to CEO Paul Carbone, who took the reins earlier this year. Controversy after the chain’s foray into energy drinks didn’t help matters, either.

Panera’s troubles have coincided with a tough year for fast-casual restaurants. Chipotle, Sweetgreen and Cava have all cut their full-year forecasts as they see younger consumers eating out less frequently.

Carbone has a plan to bring back customers. Under the strategy, named “Panera RISE,” the company aims to refresh its menu, focus on value, improve its service and build new restaurants. He said the plan has the backing of the franchisees who operate roughly half of its 2,200 U.S. locations, along with the support of JAB Holding, the investment arm of the Reimann family that owns the company.

Panera’s slide has been poorly timed for JAB. The firm has been plotting an IPO for the chain’s parent company Panera Brands, which also owns Caribou Coffee and Einstein Bros. Bagels.

In 2021, four years after taking the chain private, JAB struck a deal with Danny Meyer’s special purpose acquisition company for a merger that would take the company public again. But Panera scrapped those plans a year later, citing market conditions. In late 2023, the company confidentially filed for an initial public offering that still hasn’t happened.

When asked about the status of Panera’s IPO plans, Carbone told CNBC that the chain’s management team is currently focused on growing traffic and implementing the Panera RISE strategy.

Entering the value wars

Phase one of Panera’s plan is to improve the quality of its food, reversing cost-cutting measures imposed in the face of high inflation, according to Carbone.

“We squeezed food costs. We squeezed labor,” he said.

Some of those changes happened while Carbone was chief financial officer. He now calls himself a “reformed CFO” — albeit one who still listens to earnings conference calls.

“It’s really about death by a thousand paper cuts, it truly is,” Carbone said about the chain’s downturn.

Take Panera’s salads, for example. In the summer of 2024, Panera began using a mix of half romaine, half iceberg lettuce to make its salads, saving the chain money compared to when it was using romaine alone. This summer, it reverted back to entirely romaine salads.

“You know what guests told us? No one likes iceberg, and no one gets that and says, ‘Oh my God, that…

If you bought packaged bread from one of Canada’s major grocery stores between 2001 and 2021 — and the odds are that many Canadians did — then you’re eligible to apply for a slice of the settlement that grocery giant Loblaw and its parent company George Weston Ltd. agreed to pay. Claimants have until Dec. 12 to apply.

Each claimant could get a minimum of $50, according to Verita, an independent administrator for the settlement.

But it could be $100 or more, says Jay Strosberg of Strosberg Wingfield Sasso LLP, the law firm that filed the class-action suit in Ontario.

“This is a wonderful opportunity for Canadians to get some money back,” he told CBC News.

The final amount, he says, depends on how many people submit claims by the deadline.

Verita says that more than 1.4 million — not including Quebec, which is being handled separately — have already applied since the process opened on Sept. 11. Here’s what you need to know:

Am I eligible?

If you bought packaged bread — including bagged bread, buns, rolls, bagels, naan, English muffins, wraps, pita and tortillas — for personal use between Jan. 1, 2001 and Dec. 31, 2021 you are eligible.

There are two different online claims submissions forms: one for residents of Quebec and another those in the rest of Canada.

You don’t need receipts to prove your purchase, but will be asked for your most recent packaged bread purchase and where you bought it.

There’s no limit on how many people in a single household can apply. But you must be 18 years old when you apply and have resided in Canada on Dec. 31, 2021.
