Europe’s airport industry has warned that jet fuel shortages could hit within three weeks, disrupting summer travel and “significantly” harming the European economy.

ACI Europe, which represents airports across the European Union, said on Thursday that a supply crunch would derail airport operations and air connectivity.

In a letter to the EU Commissioner for Sustainable Transport and Tourism Apostolos Tzitzikostas, shared with CNBC, the industry body warned of the “harsh economic impacts” fuel shortages would have on the European economy.

“At this stage, we understand that if the passage through the Strait of Hormuz does not resume in any significant and stable way within the next three weeks, systemic jet fuel shortage is set to become a reality for the EU,” the letter said.

ACI Europe said potential shortages are particularly worrisome ahead of the “peak summer season”, when many EU member states rely on the economic boost from increased air travel. Air connectivity generates 851 billion euros (nearly $1 trillion) in GDP for European economies and supports 14 million jobs, according to the group.

“As a result, it is essential that the EU prioritizes the availability and stable supply of jet fuel as part of its response to the oil and energy crisis triggered by the conflict in the Middle East,” it added.

The U.S. and Israel’s war with Iran, which began on February 28, brought traffic through the Strait of Hormuz to an effective halt, sending oil prices above $100 a barrel and pushing energy costs higher.

Immigration and Customs Enforcement agents will deploy to airports on Monday to help ease security lines amid the Department of Homeland Security shutdown, Border Czar Tom Homan said.

President Donald Trump on Saturday threatened to deploy ICE agents to airports as the shutdown drags into its second month and creates headaches for travelers moving through hours-long security lines.

Homan confirmed that ICE will be deployed on Monday during an appearance on CNN’s “State of the Union.”

“We will be at the airports tomorrow, helping TSA move those lines along,” Homan said, adding that ICE will assist in areas like guarding exit doors to relieve TSA agents for screening travelers. “We’re simply there to help TSA do their jobs in areas that don’t need their specialized expertise.”

The move to deploy ICE comes as the DHS shutdown, which began on Feb. 14, strains airport workers. Many TSA agents have either called out rather than work without pay or quit altogether. More than 400 TSA officers have left their jobs since the start of the shutdown, according to an NBC News report.

Honeywell senior test pilot Capt. Kirk Vining late last month put the alerts — called Surface Alert, or SURF-A — to the test by recreating some of the most serious near disasters at airports in recent aviation history.

Moments before landing at Topeka Regional Airport, a Gulfstream G550 business jet was stopped on the same runway where Vining was about to touch down at the Kansas airport.

“Traffic on runway!” called out the automated alert in the cockpit of Honeywell’s test plane: a 43-year-old Boeing 757, as Vining pulled up, aborted his landing and flew around the airport safely.

A host of serious close calls in recent years has raised concerns about how to better avoid them in ever-more congested airports. The National Transportation Safety Board and other safety experts have urged more advanced cockpit alerts like the ones Honeywell is testing.

Runway incursions, when a plane, person or vehicle is on the runway when they shouldn’t be, averaged 4.5 a day last year. The Federal Aviation Administration categorizes them by severity, where the top and rarest two are: “a serious incident in which a collision was narrowly avoided” followed by “an incident in which separation decreases and there is a significant potential for collision may result in a time-critical corrective/evasive response to avoid a collision.”

Serious runway incursions at U.S. airports peaked at 22 in 2023, the most in at least a decade. The FAA has added new lighting and other safety technology at airports around the country to try to get to its goal of zero close calls.

Her unit develops new cockpit features for aviators, and she said she expects the new suite to win regulator certification next year.

“Seconds count when you’re operating near the runway, and the sooner you can let the pilots know of a potential serious situation, the better,” Feyereisen said.

The Honeywell test plane wasn’t configured like a regular passenger jet, and there weren’t any paying customers on board. It had a set of roomy seats toward the front of the plane, but in the back, Honeywell flight engineers were positioned at consoles, monitoring flight data and the alerts in real time. Earlier that day, Honeywell demonstrated the technology on a flight with Department of Transportation, FAA and NTSB officials on board, a company spokesman told CNBC.

It will replace the current terminal, which opened in 1998.

The terminal, which will be JFK’s largest, is now weathertight. Winding baggage conveyor belt structures have been installed, and you can make out future ticket counters, where customers flying carriers like Turkish Airlines, Air New Zealand, Etihad Airways, Air China, Taiwan’s China Airlines and others will set down their luggage and show their passports to ticket agents.

The terminal — set to be roughly the size of the two new LaGuardia Airport terminals that opened in the past decade combined — will be dedicated solely to international travelers, which the developers said is key to the design.

“From the very first pen to paper … we had the international customer in mind,” Jennifer Aument, CEO of the New Terminal One, the company developing the project, said at a press conference at the airport last month.

CNBC and other media got a look at the construction progress, led by Aument, in early July as part of what the company said will likely be among the last hardhat tours of the facility before opening day.

The project is part of the Port Authority of New York and New Jersey’s $19 billion overhaul of JFK. In addition to Terminal 1, the current Terminal 7, currently home to Alaska Airlines and Ireland’s Aer Lingus, will be knocked down for a new Terminal 6, whose first gates are set to open next year. LaGuardia Airport’s revamp, in comparison, was about $8 billion.

U.S. airports need at least $173.9 billion for infrastructure upgrades from this year through 2029, according to a report earlier this year by the Airport Council International-North America.

“These investments – averaging nearly $35 billion annually – are essential to accommodate airlines and passengers, improve operational efficiency, elevate service quality and customer experience, and fulfill airport resiliency needs,” it said.
